DirectX 9.0 SDK cannot install

I'm getting error saying

"This setup executable has not been packed with files and settings.
Please use the PACKER tool to build this executable."

"Error Code: S1001"

I downloaded from this page
DirectX SDK - November 2008
http://msdn.microsoft.com/en-us/directx/aa937788.aspx


For me to start learning DirectX requires the SDK but as I cannot install,
I'm sticking at the very first step :(

I have solved it out. The problem is simple, the downloaded file is not
complete and once I redownloaded it fully which is around 480mb, the
installation has been done without any errors. I wonder why MS add such
irrelevant useless crappy error message "need packer tool...blur blur"
instead of message like "your downloaded file is incomplete".

later!
